Why Twitter GIFs download as MP4 files
Every GIF you see on Twitter/X is actually a short looping MP4 video. When someone uploads a GIF — or picks one from the built-in GIF search — the platform converts it to MP4 before publishing, because MP4 compression produces files that are often 10x smaller than the equivalent GIF at better quality. That's why saving a "GIF" from Twitter gives you an .mp4 file: the original .gif no longer exists on Twitter's servers.

Keep in mind that GIF is a 256-color format from 1989: the converted file will be larger than the MP4 and slightly lower fidelity, which is exactly why Twitter moved away from it.
